Women’s cycling shorts typically have a higher waist that tapers in to fit the curve of a woman’s body. This way, when women lean forward to reach the handlebars (or, on a triathlon bike, get into an “aero” position), there’s no gap or plumber’s crack in the back of the shorts.
Some cyclists prefer bib shorts, or cycling shorts with suspenders built in, since there’s no waistband to dig in or cause chafing. The female-specific shorts will be designed to accommodate the breasts. There are also female-specific triathlon suits, which are one-piece suits with a built-in chamois and sport bra.
